Open Science Fund
Palacký University Olomouc is committed to the principles of open and responsible science, which promote transparency, collaboration, and social responsibility in research. For this reason, the university has established a fund dedicated to supporting the publication of scholarly articles in open access by covering the Article Processing Charge (APC).
The primary aim of the fund is to support especially early-career researchers and research outputs with high potential for excellence.
Open Science Fund Rules
I. Eligible Applicants
- Doctoral students enrolled in both full-time and part-time study programmes.
- Academic and research staff of the University.
- The applicant must be the first author or corresponding author of the article for which funding is requested.
- All eligible applicants must demonstrate that they do not have access to other sources of funding (in particular, grant schemes) from which the APC could be covered.
II. Eligible / Supported Outputs
- Funding is provided only for accepted original or review articles in peer-reviewed scholarly journals indexed in Web of Science (category Jimp according to the Definitions of Types of Results, an appendix to the Methodology for Evaluating Research Organisations and RD&I Purpose-tied Aid Programmes).
- Journals may be fully open access (Gold OA) or hybrid journals that offer open access publishing upon the author’s request.
- For publications in the subject areas of Natural Sciences, Engineering and Technology, Medical and Health Sciences, Agricultural and Veterinary Sciences, and Social Sciences, the journal must be ranked in the first quartile (Q1) according to the Article Influence Score (AIS) in Journal Citation Reports.
- For publications in the subject area of Humanities and the Arts, the requirement for Web of Science indexing may be waived; however, the journal must be indexed in Scopus (category Jsc) and must be ranked in Q1 or Q2 in at least one subject field according to the SCImago Journal Rank (SJR) metric.
- Journals in which corresponding authors can publish in open access free of charge under a transformative (read & publish) agreement subscribed by the University are excluded. A list of such agreements and eligible journals is available [here]. If a discount on the APC is provided under a transformative agreement, applicants may request reimbursement of the reduced APC from the fund, provided that all other conditions in this section are met.
- The fund covers only Article Processing Charges (APCs) for publishing under the Creative Commons licence CC BY 4.0 (Attribution). Other fees, such as for colour figures, excess pages, reprints, administrative charges, etc., are not eligible.
III. Financial Limits and Rules for Disbursement
- There is no maximum cap per article; the APC is covered in full.
- Each applicant may receive funding for one article per calendar year.
- The fund allows for direct payment of the APC to the publisher or reimbursement based on a submitted invoice and proof of article acceptance. The accounting documents must explicitly state that the payment is for an APC.
- Funds will be allocated until the annual budget is exhausted; in such cases, the acceptance of new applications will be closed early.
- If funds remain unspent, the balance will be carried forward to the following year. The deadline for submitting applications is 10 December of the given calendar year.
IV. Application Process
- Applications must be submitted using the prescribed application form (change language to English in the top right corner).
V. Evaluation of Applications
- Each application will be verified for the eligibility of the applicant (as per Section I) and the eligibility of the publication output (as per Section II). Applicants may be contacted to provide additional information or supporting documents.
- Applications will be assessed on a rolling basis. Applicants will be notified of the decision within five working days.
- The fund is administered by the Palacký University Library (Research Support and Information Literacy Office). Disputed cases will be reviewed by the Faculty Vice-Deans for science and research in consultation with the Vice-Rector for Research, Creative Activities and Knowledge Transfer.
VI. Obligations of the Funding Recipient
- The recipient must ensure that the article is published with the correct affiliation to the University.
- If final revisions are possible during the proof stage, the following funding acknowledgement should be included in the Funding or Acknowledgements section of the article:
Open access publication costs were funded by Palacký University Olomouc through its Open Science Fund.
The recipient must ensure the timely registration of the publication in the university’s research information system (OBD), or, where applicable, in the Central Register of Contracts, in accordance with the UP Policy R-B-22/08.
